I think you've mistaken the entire point of the Major Explorer Group. The Group functions as an entity that governs much of the first few clusters of the Backrooms because it can. It's been stated that the Consensus of Impresarios consists of ten colonies, and the Group itself consists of over 1000 Levels. The Consensus's confirmed groups are the Farlequn Empire, the Graces, and the Kingdom of Clarn. The Kingdom of Clarn alone consists of 100,000,000 people; of course, only one of these, the Monarch, represents the group in the Consensus, but this doesn't invalidate that population.
With this just being ONE group of the Consensus, I think it's definitely just fine to say that the Group has the capability to control many Levels. Also, in the M.E.G lore, they've only been directly stated to control a multitude of Levels; from the Consensus's lore, we can infer that the majority of these are Class 0s and Class 1s because all we see of the M.E.G in Levels such as 0 is outposts. Meanwhile, in Class 0 Levels like 6092, the Major Explorer Group is extremely powerful.
The thing is, they can only theoretically control or congregate in finite and relatively small (Smaller than Earth) levels massively. It doesn't matter how massive they are, they're going to start to fail at organization and congregation in levels like 0.
They have a lot of power, yes, controlling a large majority of finite levels the entire database and common knowledge itself, but have no physical way to reach more than around 0.02% of the population (Assuming there's 200 million people physically living in M.E.G controlled levels which is a bit of a stretch)
Errrrr... I feel like 200 million just seems stupid, that population is bigger than most countries, which would be very worrisome for the amount of people truly in there.
Just feels dumb to have 200 million, doesn't hit right and kinda ruins it for me
