Housekeeping means general cleaning.
For spam, it's obvious why they're not allowed.
As for stub and housekeeping, refer to the first rule:
Pages must have effort. Complete information, some elaboration, and decent page structure is required. If one is unable to meet one of these requirements, but the concept is good or effort is clearly still put in, these requirements will be filled by another editor. Pages that have no effort will be deleted. Proper grammar and punctuation should be attempted by the author. Note: Capitalizing every word of a sentence is not proper grammar (it just makes your page a total pain to fix), and never use "zalgo text" under any circumstances.

Spam kinda confuses me though.
Does it mean that the same page is being made over and over again? or is it that someone keeps spam reviving a page after it keeps getting deleted.
No Mean water, spam is when someone spams letters on page or the page is VERY poorly written

Concerning Level Pain... @OGominho is not kidding when he said Level Pain was being recreated with no really content thus it was considered spam and deleted. I rework it by first reviewing the history of the page to see what could be salvaged. There was not much...
There were several incidents of blanking the page, single words, a sentence or two, strings of swearing and gibberish. A.k.a. spam.
When there was some content there... the concept was not quite developed, there was grammatical errors and mislabeling of survival classification. Someone wrote you could play volleyball on the beach in Level Pain but labeled Level Pain as a Deadzone... this conceptually contradicts. A.k.a. poorly written.
