The Cascadan Emergency, also known as the Cascadan Civil War (2021-2024), was an armed conflict fought in Level 107 between the anti-Human ultranationalist Cascadan Black League (Jinyi: Kǎsùdié Hěra Ligeu) and its allies, the Masked Maidens and the Poppies, and the military forces of a coalition consisting of the Republic of Aurielle, the Duchy of Cascada, the Anti-Entity Group, and members of the VSESA Mutual Defense Treaty. Following the Cascadan Conflict, the Cascadan Black League gained support and memberships; a series of assassinations followed, accompanied by a set of ultimatums that called for the immediate withdrawal of Auriellen and Cascada-Living Humans (CLHs) within Level 107. Failure by the government to abide by the ultimatums in the designated time, coupled with separatist ambitions in order to form an ethnocracy, was the main reason for the orchestration of the Tenshóa and Red March Attacks by the KHL.
The war began on 6 April 2021, after Cascada declared a state of emergency following the Red March and Tenshóa Attacks. Leader of the Black League Yu Fang and his allies fled into the deeper areas of Level 107 and ratified the Pact of Common Interest between the Masked Maidens and Poppies. Many KHL fighters were previously part of the Civil Guard, a national militia to fight against the AEG during the Cascadan Conflict; the KHL gained support and members from civilians, primarily relying on those who had gone through AEG occupation or those who were lonely and desperate, while the Poppies and Masked Maidens received support from foreign organizations, allegedly the MEG and UGA. Additionally, thousands of Glowfolk with allegience to the Eternal Flame participated in the war due to similar ideological belives of anti-humanism and exclusion of humans from levels. After proper establishment of a connection of bases and a complicated, collaborationist network, the KHL and Poppies began raiding Auriellen and Cascadan installations. Human-owned enterprises and locations of clusters of humans living in Cascada were also targeted by the KHL with the goal of exterminating their presence.
Amidst rising intensity, especially after the events of the July 2021 Xianfu attacks, Cascada invoked Article 3 of the VSESA Mutual Defense Treaty, putting the 23-nation alliance at war against the KHL and its allies. The Cascada-led coalition subsequently formed a security mission (Cascadan Security Assistance Force; CSAF) with the goal of containing and battling the KHL and identified targets, as well as maintaining Cascada's territorial integrity. After the Waypoint Emissary hostage crisis in 2022, the AEG expressed interest in joining CSAF. In spite of warnings by coalition personnel that the attack was done to provoke an AEG military response, with the expectation that such a response would lead to the stalling of public support by Cascadan civilians, the AEG insisted on and eventually became a participant in the emergency. In response to an influx of insurgent forces, a majority of which were Glowfolks from the Eternal Flame, the coalition sent a major influx of troops for counterinsurgency operations. In 2022 the Fashui-Feizao Crisis began after it was revealed to by surrendering KHL members that the Black League had been developing a bioweapon based on the GIG virus; it is widely considering the closest the Cascadan Emergency came to escalating into a Backrooms-wide catastrophe. The Masked Maidens signed an armistice with the coalition, eventually peacefully surrendering and joining it as a result of the Huijin Agreement in 2023.
An Auriellen-Cascadan covert operation led to the capture of Yu Fang in February 2024. The coalition launched an offensive that systematically pushed back remaining KHL and Poppies cells to the city of Peiyang; the city was eventually recaptured after two months of intense combat. Prime Minister Pin Yoaxi announced the defeat of the Black League on 11 April 2024 and the emergency being declared over. MDT officially ended CSAF combat operations, transitioning it to the Cascadan Reconstruction Commissary (CRC), though some military elements served a temporary tour of security due to fears of continued biological weapons development by rogue KHL members. The Poppies continued operations but turned into a small criminal ring; the Masked Maidens became a formal government organization under the Masked Maidens National Anti-Corruption Committee, headed by Hang Tau.
The war led to an estimated 21,000+ deaths; however, civilian casualties were comparatively low. Remaining Poppies and KHL cells signed an unconditional peace agreement with the Cascadan government at Jedoen, followed by the Langdoa Trials wherein, as retroactively decided, Yu Fang and Itho Chang, alongside other senior members of the organizations, were executed. Following the war, diplomatic relations between Cascada and the UGA were dissolved due to alleged support for the KHL; the UGA embassy in Cascada was subsequently stormed by (allegedly) government-sanctioned protesters in an event known as the Shantou Struggle, alongside an evacuation of Cascadan diplomats in the Cascadan embassy in the UGA as part of Operation Subterfuge.
Although the emergency was largely secluded to Level 107, it had numerous close calls to escalating significantly. All of these are referred to as Lang Cases.

> Backchannel to VSESA?

The streets had vanished into nothing but whiteness, as if the world had sought its pure pigmentation and it alone. A Cascadan walked through the colorless landscape; his fur blended in with it. From a distance, he could almost be missed if not for his black suit, which stood out like unburnt wood amidst a fire. The melancholic walk stopped at a cafe—Haejwo. Upon entering, Jun-Heng saw a room decorated in wooden furniture; however, he wasn't there to inspect it. He was there to receive a visit.
Spotting his visitor, which had arrived before him and even had ordered food and drinks, he rushed over to there and sat. The other looked at him uninterested. "Lets get to it." the other Cascadan said.
Jun-Heng took a breath, before beginning: "So you are probably already informed of the situation regarding the KHL, particularly the Tenshóa attack and the recent threat sent two days ago, which, uh, ratification date has expired. However, theoretically, we may be able to negotiate an extension of it, and by then a proper military response to it would be mounted. We are still unsure if we should backhandle to VSESA, though." Jun paused, awaiting a response. He heard none, just pure uniformity. A twinge of anxiety rippled, but he had to continue. "Uh... anyway, Prime Minister Pin Yaoxi has yet to respond to the threats, BUT Háo-Qiáng, has."
"Who?" the other asked.
"The.. incumbent Minister for Internal Affairs?"
"Oh. I see. Anyway, what did Qiáng say?" the other responded.
"Actually, I'm not sure. Information regarding his response hasn't been revealed... much, at least. But it's something regarding the relocation of humans into military safehouses and the mobilization of Auriellen military assets operating within Cascada, both of which are set to be probable targets per the nature of the threats. Uhh, aside from that, it's mainly about locating who sent these and properly handling them before they can actually do anything." He went to instinctively grab one of the teas. "May I?" The other Cascadan nodded indifferently.
"You mentioned how the Minister of Internal Affairs' approach is to safekeep humans, right?" He rhetorically questioned. "But what if the KHL is going to target non-human structures such as enterprises? They seem rather willing to wage a self-righteous war or crusade, and they may have some discontent towards the people for allowing the existence of humans within Cascada," he added.
Jun put down the tea. "I may not be a strategist, but I'm pretty sure to maintain a war and to obtain everything for war, from guns to members, you have to get supporters. No one outside of I think zealots is the word? Would be willing to cooperate with an organization that is willing to bomb your home."
"...Right, but we are speaking from the perspective of a post-Cascadan Conflict Cascada. In spite of the many different actions done to avoid resentment towards humans done by the government, there are still people who witnessed the AEGs actions firsthand, even worse if they lost someone of significance to it. Those are in most danger of radicalization and are most likely to turn a blind eye towards the killing of innocents; either they ignore it or justify it as part of the cause." he objected. "Personally, I don't believe a full-military counter strike is the best course of action."
"The latter, I agree. Its rather.. extreme."

Look at the news; any channel.
An Anarkhizm Kalashnikova-12 sat loosely by a stand; one of many pieces of memorabilia from the conflict that ravaged his city, Huenang. A saksukeem, a Cascadan but with more fur and darker pellage, sat limply in a chair. Not a rotten body, rather a man watching intensely at the television, which displayed brain-frying propaganda of the KHL.
Violent. "Take action and fight against those who owns us!"
Inconceivable. "We will destroy the self-coronated greatness of humanity, as it destroyed ours."
Generalized. "Fire against the devils who have brought us great suffering."
The screaming for acts of violence became background nonsense; it was all the same, a trick orchestrated through pure semantic satiation. The saksukeem sighed; he muttered to himself, "When will this thing come..." He took the remote, preparing to change to something else, but he hesitated; after all, today was the last day of the ultimatums, with no response from the government. He had awaited this moment far too excitedly. Attracted to the moment it was announced that it would begin.
Suddenly the separtist screeches came to a halt, a loud song; the anthem of the Chan Shonun, played and a voice began to talk.
NO MASTERS[]
THE CASCADAN GOVERNMENT HAS FAILED TO ABIDE BY OUR DEMANDS.[]
ALLOWING THE SAME PEOPLE WHO INVADED OUR LAND AND MASSACRED OUR PEOPLE TO REMAIN.[]
WE CAN'T TRUST THOSE WHO CLAIM TO BE FOR THE PEOPLE TO DO WHAT'S RIGHT. WE MUST INSTILL RIGHTEOUSNESS THROUGH ACTION.[]
The saksukeem received a call soon after; he answered. "Emiko ... Transport arriving soon, prepare." The voice announced, and the call was then hung up. There was no time to think, only to do; the ANARKM was taken, and whatever other pieces of gear he could muster up were shoved in a duffel bag.
He rushed downstairs. The dim light of the stairways forming a passage to the outside. His subconscious guided his movement, and when he arrived at a place near the road, he stood still. Eventually, a van came, and he entered.
