All around me, I saw millions of glowing human-like beings going throughout their day, wandering through the nostalgic neon city. The air was cold and crisp with a gentle breeze, and for a moment I felt like I had come from the Backrooms into an entirely different dimension.

Level 161, known by most wanderers as the "Neon Metropolis", is an indeterminably large metropolitan area themed after the "vaporwave" aesthetic typical of other neon levels and stuck in an eternal state of nighttime, embellished with and almost exclusively illuminated by multicolored neon and LED lighting, the level's structure primarily consisting of construction and decoration typical of a large city in the late 1980s and 1990s within The Frontrooms. Being in large part constructed by and primarily inhabited by Glowfolk, the level has played a significant role in the history of the entities.

Additionally, inside various buildings within the level, one may find various resources such as Neon Backshrooms, Almond Water, Moth Jelly, Mixologist's Delight, and more, usually stored within their proper areas and anomalously replenishing themselves at intervals of approximately ~26 hours.

Within certain sections of the city's locale, one may find various dilapidated buildings with faulty lighting and furniture strewn around; these are remnants of various buildings that were condemned due to significant damage by The Anti-Entity Group and their efforts to eradicate the native Glowfolk within the level. Although these structures pose a mild environmental risk to those within the buildings due to their unstable structure and tendency to collapse, they are easily avoidable by any wanderers traversing the level, and are thus considered a negligible hazard to those wandering within the locale.



Sentient Presence & Settlements


As mentioned before, the level is mainly inhabited by Glowfolk and a few other passive entities, and lacks hostile entities. However, due to recent events, most humans are unwelcome within the space, with various Glowfolk security officers usually detaining and wanderer they see before forcing them to leave the locale. Granted, there are some exceptions to this rule; various members of the M.E.G, Backroom Colonists, and The Architects are still conditionally allowed within the level under the permission of the United Glowfolk Alliance.

However, due to the U.G.C's influence not extending all over the level, if one travels far enough, they will be free from the influence of the Glowfolk, and thus free to wander the level.

Below is a list of the various settlements within the city:

United Glowfolk Alliance (U.G.A) - "Neon Nation"

Level 161 serves as a base for a group known as the United Glowfolk Alliance, which is a government-like group founded in the late 1970s, dedicated to protecting Glowfolk populations across the Backrooms and ensuring their prosperity. Their largest colony, aptly named the "Neon Nation", is a country within the metropolitan area numbering in over ~20,000 Glowfolk citizens and ~3,000 operatives of the group, serving as their main base of operations and as a place for their civilians to live in.

Most personnel working for the group in this area work as security agents, often being used to maintain order within the Neon Nation and recently keeping humans out of the level's bounds.

The Uninvited - "Metropolitan Celebration"

Located within the level's locale is a base created by a group of Sanguine Festivus victims who are opposed to the forceful spread of the disease by its victims in favor of giving people a choice in whether they want to be afflicted with the virus, usually isolating themselves from other people to avoid infection and using anomalous objects found throughout to Backrooms to limit the negative symptoms of the infection and consequently extend their lifespan. Due to their ideology being opposed by the vast majority of Jovials, most of the base's members have taken refuge from Level Fun to reside in one of the group's bases.

The Eternal Flame - "Campfire-II"

Within the farther reaches of Level 161 lies a building taken over by a relatively new paramilitary group known as the "Eternal Flame", which formed after the "Day of Dying Flames" (see history section) and believes that humanity needs to be exterminated from the Backrooms for the greater good of all entities. As this base is heavily armed and is hostile to all humans, it is recommended to stay very far away from this area.

M.E.G Embassy - "Skyline Horizon"

Numbering in around 30 active operatives within the base at any given time, Skyline Horizon is an embassy created by the Major Explorer Group as a headquarters for diplomats dealing within the U.G.A.

History

The history of Level 161 starts in 1971, when various Glowfolk seeking refuge from the Bloodbath of Cluster I settled within the level. Prior to this, many Glowfolk had been wandering through the Backrooms aimlessly in small groups at most, lacking a true native level or area to reside in permanently.

However, soon the various Glowfolk colonies within the level would begin to slowly collaborate out of a need to import resources from other levels into the locale, as food did not spawn in the level at the time. Through the various years, these collaborating colonies would slowly conglomerate into a prototypical version of the U.G.A named "The Glowfolk Nation" in 1971, led by a red-colored Glowfolk known as Redston.

In 2016, during the events of The Flicker, The Anti-Entity Group would conduct a massive raid upon Level 161 known as the "Day of Dying Flames", where the group would massacre thousands of Glowfolk using water hoses connected to massive reservoirs of Almond Water in order to kill the entities by extinguishing their flame, as well as using Firesalt explosions in an attempt to cause the Neon Nightclub's collapse. This would result in the deaths of over 3,000 Glowfolk, as well as Level 161 being too damaged to support habitation for over six years, as well as the destruction of many buildings in Level 161 by the A.E.G.

Soon after, Redston would amend the Neon Metropolis' laws, forbidding the majority of humans from entering Level 161 and cutting trade deals with the majority of human groups.

Entrances
  • Rarely, going deep into one of Level 11's buildings will reveal an entrance to one of Level 161's buildings in the form of a door decorated with neon lights.
  • Finding a relatively common set of stairs going up out of the station in Level 154 will lead here.
  • Going to the edge of Level 793 will lead to here.
  • Finding a barricaded green door in Level Fun and breaking through it will lead here.
Exits
  • Entering a building labeled "Skylight Bowling Alley" will lead to Level 499.
  • Go down a set of stairs with a subway sign to enter Level 154.
  • Rarely, finding a metal gate with a massive sign labeled "Glow Theme Park" will lead to Level 793.
  • Going into any mall will lead to The Delta Mall.
  • Turning off any lights inside a building has a small chance to be transitioning one to Level 611 the next time they turn on the lights without the wanderer knowing.
  • Entering a building labeled "Technology" will lead to Level 162.
  • Rarely, one may find a massive locked door made of iron. Somehow breaking through this door will open an exit to Level 399 or Level 699, which when entered will cause the door to anomalously repair itself.
  • Every ~23 hours, the sky will glow a bright shade of red for around 10 minutes. Being touched by this skylight even slightly will instantly send you to a random Class Deadzone level.
  • Do not enter any mansion you see within the level.
  • You know the drill.
