SUBJECT: DR. DEREK FAULKNER, Project Gaia

On 06/29/87, the residence of the subject was placed under surveillance by FBI informants under my orders. The subject was observed leaving his home and was pursued by FBI agents. The agents stopped him at the intersections of Huber Street and Back Avenue, introducing themselves to FAULKNER and requesting information on the project being conducted in the vicinity of his home. FAULKNER was advised to stop announcing his experiments to the public so as to prevent widespread fear. He was told that the United States Government could strongly benefit from his services, as Project Gaia was making progress. The Bureau's proposal is for the United States Government to subsidize FAULKNER's research, with the purpose of creating a safe haven located outside of the realms of this Earth in the case of nuclear attack.
Improvements are being made to the Gaia System. After Test 53, FAULKNER's machine was proven to reliably materialize a structure resembling a yellowed office building, outside the bounds of reality. As our previous conversations have revealed, Mr. [MIKHAIL] GORBACHEV is planning to strike the United States. Based on FAULKNER's tests, we should be secure from GORBACHEV's warheads inside the Gaia System. FAULKNER is currently working on expanding the Gaia System further, including a series of different structures with randomly-segmented rooms and interiors. This project has the potential to support a myriad of inhabitants in the case of an emergency or housing shortage. As of now, the Gaia System has only been used to store objects for future use in the real world. The machine is secure and requires high technical knowledge to operate; therefore, we do not foresee anyone infiltrating this area.
More thorough investigations have revealed that most objects stored inside the Gaia System appear to have different properties. Test 56 involved throwing an apple inside of the Gaia System, where it immediately lost its pigmentation and became white. In another test, the liquid inside a water bottle immediately turned a bloody red when taken into the system.
Of course, President Reagan, the mystery of this area is not the main reason for this message. The Bureau has proposed using it for storage and residence, but unfortunately, our plans came to a sudden halt when we discovered a lone disoriented man, likely in his mid-twenties, wandering around the office area of the Gaia System. Agents apprehended him and inquired about how he discovered this area, but the man provided no answers. All he had said was that he “fell through the ground” whilst out on a jog.
This unprecedented situation poses a major threat to Project Gaia. I await your response on how we should address this. The program has potential, but as long as people are discovering this area and claiming to have "fallen through the ground", development will have to cease temporarily.
FAULKNER unfortunately does not have answers to our questions either. However, he promises he will get to the bottom of this. We await your decision.
