The Resurgence Bureau, otherwise referred to as Bureau or The Rebellion, is a rationalist group that refers to itself as a sovereign nation. However, it only consists of a few official colonies due to the fact that it was very recently established.

The group is notable for being created by rebels from various groups including Aurielle, Auto-Nexus, and Ncipetheraz, though the most prevalent one easily being the M.E.G. It was first created in 1997, and has been steadily growing since then, sitting at a decent population which is estimated to be around 1000.

The Resurgence Republic is praised around the Backrooms for being incredibly welcoming towards new members. Their population is growing quickly, likely due to the fact that their main colony is situated within a densely populated area in Level 1. They allow wanderers to temporarily stay inside their outpost, though are not very lenient about who they choose to join them in their ventures. This is because several spies from the aforementioned groups have attempted to attack them and infiltrate them from the inside, yet none have been successful.

The Resurgence Bureau's organizational structure is tightly knit, with protocols and a clear set of rules. The Bureau operates as a military-style republic, with a President leading the group and overseeing major decisions. Unlike most groups of this type, the President is elected every year. First, a vote is held on whether their current President is to be kept or disbarred. If the latter is chosen, then the President at that time cannot participate in the election. After that vote comes the real election, where every member of the group can run for president. The vote is done via the group's website to maximize safety. However, whilst everyone can vote, a sub-group named "The High Command," which is composed of representatives from the colonies under the Bureau’s control, are able to replace the President if they are found to be guilty of previous corruption. This council helps ensure that no single faction within the group holds too much power, and promotes fairness within their ranks. The High Command also oversees the Bureau's expansion efforts.

Despite its military-like structure, the Resurgence Bureau is deeply rooted in the belief of self-reliance and individual rights. Members of the Bureau are expected to contribute to the collective well-being of the community through various roles, such as construction, resource management, and defense. The Bureau places heavy emphasis on the protection of its colonies and resources, which has led to the formation of elite task forces known as "Revolts." These Revolts are the Bureau’s primary defense against any external threats, whether they be hostile groups, aggressive wanderers, or entities within the Backrooms. They are highly trained, disciplined, and fiercely loyal to the Republic, often seen patrolling the perimeter of their territories and ensuring that no enemy infiltrates their ranks.

One of the key aspects that sets the Resurgence Bureau apart from other factions is its approach to technology. Unlike other groups that are heavily reliant on advanced or experimental technology, the Bureau takes a more cautious approach, preferring to use their own tools and methods to maintain its territories. This is partly due to the fact that many of their members come from backgrounds where technology was scarce, and thus, they have learned to adapt to the environment around them without relying on tech. The Bureau’s innovation is instead focused on sustainable practices, including the use of renewable resources and decentralized systems that allow for more autonomy in its colonies.

The Bureau also places great importance on diplomacy, with a number of emissaries assigned to maintain relationships with other factions in the Backrooms. The Resurgence Bureau recognizes that alliances and trade agreements are essential to its long-term survival. In recent years, they have managed to broker deals with other factions, securing necessary resources such as food, medical supplies, and specialized equipment. However, these alliances are always tentative, with the Bureau remaining wary of betrayal and constantly on the lookout for any sign of danger.

Etymology[]

The name "Resurgence Bureau" is derived from two words that reflect the group's primary mission. The word resurgence originates from the Latin resurgere, meaning "to rise again". Bureau is a french word meaning office, representing the political sector of the group-

The title given to group members is Resurgee. While this is the officially recognized name for them, it is rarely used anywhere outside the group.

Inventions and Contributions[]

As stated previously, the Bureau is not very reliant on technology, nor do they try to be innovative, yet they have created some tools to help them in the Backrooms:

Signal Jammer[]

The signal jammer is a small, handheld device with a design reminiscent of a radio. It is made from spare electronic parts obtained via trade with other groups or individuals. Only 2 are currently known to exist, though more are in the making. The device emits a low interference that disrupts all communication signals of any nearby radios and walkie-talkies. It can also mask incoming signals, which hides transmissions from Bureau members. This is thought to have been invented to further minimize the possibility of spies following them or pretending to be fellow members.

Blinding Mirror[]

The blinding mirror is a easy-to-make reflective mirror consisting of polished aluminum and glass. It has a small hole drilled at the top for attaching to a string or hook. The mirror is used for signaling, either to direct attention to a safer area or to create light patterns that disorient entities and people who are sensitive to light.

The economy of the Bureau is highly centralized and operates under a hybrid model of regulated market principles and controlled distribution. The Bureau’s economic structure is grounded in the strategic manipulation of both physical and informational resources governed by strict internal regulations and centralized oversight to ensure maximum stability.

The Bureau's economy is heavily reliant on the extraction of materials from the various levels of the Backrooms. The Bureau has developed specialized teams dedicated to the systematic collection of resources—ranging from basic items, such as food and Almond Water, to high-value anomalies and artifacts.

Reselling is another large part of their economy. Their primary item to sell is Almond Water, which they get very easily in many different levels. They usually value it at less than a dollar, which ensures that people will continue buying it. While this is a relatively low price compared to other markets, the Bureau has an incredibly large stock in store. They have also been observed selling Level Keys and Moth Jelly. Currently, exchange of goods is done physically, but the Tech Director of the Bureau has been planning to create a website for it to maximize earnings.

In the third sector, the Bureau’s economy is focused on the production of goods. These goods include protective clothing, specialized rations, and healthcare supplies. The Bureau’s medical research division plays a pivotal role in producing these critical resources, often developing treatments for specific injuries caused by entities.

In terms of inter-group trade, the Bureau maintains a very isolated economic system. It rarely every exports anything. The Bureau retains strict control over its internal economy and the distribution of its resources. While there is no formal national currency, the Bureau operates on an internal system of credits, which are issued based on a member's contribution to expeditions or their trade value. These credits are primarily used for internal transactions and can be redeemed for access to special resources or privileges.

The Resurgence Credit (RSC), used within the Bureau, functions similarly to a fiat currency, with its value being backed by the Bureau's control over resource production and information. Its conversion rate is subject to fluctuation based on the available stock of high-value resources and the demand from other factions within the Backrooms. The RSC is exchanged primarily within Bureau-controlled territories, particularly within its hubs, where the majority of trade and economic activity takes place.

The economy of the Bureau is self-sustaining, but it is also very prone to external fluctuations. As a result, the Bureau has focused on diversifying its resource base and fostering robust trade relationships with neighboring groups to mitigate risks. In recent years, the Bureau has seen a moderate economic growth rate of approximately 14%, fueled by the increasing demand for Almond Water, with exports of these technologies having risen steadily since their introduction in 2012.

The Bureau's relation with the Republic of Aurielle is fine, though not necessarily good nor bad. Despite the fact that the longest-serving leader of the Bureau is, by origin, Auriellen, they have no negative stances on eachother, and their relationship is strictly business.

Ncipetherazi relations with the Bureau are controversial and undecided, though they have acknowledged eachother multiple times. It is confirmed that they have done some sort of economic exchange, and nothing more than that, as the Ncipetheraz seems to not care very much about their existance.

Of course, the M.E.G.'s relations with the Bureau are heavily negative, with both groups criticizing the other for various wrongdoings. The group was built by blacklisted people from the M.E.G., and their goal was to take down the M.E.G. and restore peace within The Backrooms. Tensions were always high and rising, reaching the climax in the de facto war between the two.

Both of the groups share similar interests, but they seem to have little to no relations with eachother.

Atrego has publicly declared their hate for the Bureau, even though they both are against the M.E.G. Of course, no trade has been done between them, and the two have rarely interacted.

Culture[]

The culture of the Bureau is rooted in the collective belief that survival is only achievable through unity and discipline. It is a culture defined by a clear hierarchy, order, and an obsession with knowledge. Above all, the Bureau fosters an ethos of functional efficiency, where every individual’s role is crucial in maintaining the stability and growth of the organization. It is a culture that values rationality above all else, with minimal tolerance for emotional excess or dissent.

Central to the Bureau's cultural values is a deep respect for knowledge. All members of the Bureau are trained to view information as the most valuable resource. Thus, intellectual curiosity is celebrated, and every member is expected to contribute to the growing body of knowledge. Data collection and documentation are vital, and any individual who contributes significantly to these processes is highly regarded, no matter their rank. However, the collective nature of the Bureau means that personal recognition for these accomplishments is secondary to the Bureau’s success as a whole.

The hierarchical structure of the Bureau is rigid, yet members work together towards one goal: the expansion of the Bureau itself. The Bureau’s leadership, composed of a select few elite Command Overseers, has absolute authority in decision-making, with all directives emanating from this central command. Below them, specialized teams—comprising researchers, field agents, and engineers—function as the backbone. Members of the Bureau are conditioned to prioritize the mission over individual desires, and personal achievement is viewed as secondary to the Bureau’s collective success. There is little room for emotional attachments or interpersonal conflict; instead, members are expected to maintain professionalism in all matters.

Despite this utilitarian atmosphere, comradeship within teams is valued. Trust is essential, and while personal connections are rarely discussed, they are understood to be vital for the success of the Bureau. As such, individuals who demonstrate exceptional loyalty or competence are rewarded with greater access to resources, knowledge, and power within the Bureau’s social structure.

An integral part of Bureau culture is the ritual of personal sacrifice. Members are encouraged to consider the greater good of the Bureau when making decisions, sometimes at the expense of their own personal well-being. This mindset is instilled from the earliest stages of training, where Bureau members are taught to value functional survival over individual desires. As such, acts of personal sacrifice—be it through the loss of one’s life in exploration or the relinquishing of personal comforts for the sake of expeditions—are seen as noble and heroic. However, these ideas are largely disliked by other groups, which has caused a severe decrease in trading with other groups as of 2025.

There is also an emphasis on efficiency and resourcefulness. Wastefulness is not allowed, and members are trained to make use of every available resource. Self-sufficiency is a core value within the Bureau, and members are expected to be capable of working independently and adapting to the levels that they are sent to. This is reflected in the Bureau’s practice of resource management, where every item is cataloged and tracket.

Despite the Bureau’s utilitarian approach to daily life, there is a ceremonial culture that marks significant milestones in the Bureau’s history. The completion of particularly challenging expeditions or the discovery of new levels, are often celebrated in a formal manner. Celebrations within the Bureau are not centered on individual achievement but on the continuation and progress of the Bureau’s broader objectives. Momentous occasions may be acknowledged through brief speeches.

In terms of spiritual beliefs, the Bureau has no specific religion and lets their members believe in what they want, though phenomena are analyzed through scientific reasoning. There is little room for superstition or belief in the supernatural, as these are seen as distractions from the Bureau’s mission of discovery.

History[]

Pre-Establishment Era (1995 - 1997)[]

Luc Dupont was promoted to a M.E.G. Overseer January 6th, 1995. His position remained secure until sometime in 1996, when a meeting was called, and Luc was one of two Overseers who didn't agree with the others. While it is unknown what they disagreed about, it meant the end of their careers in the M.E.G. Following the meeting, Luc was disbarred and was the first person in a newly created list with people who are "enemies of the M.E.G."

Afterwards, Luc was reasonably outraged, and, together with the 2nd unnamed Overseer, started a organization with the ultimate goal to cause the M.E.G. to collapse, or at least severely damage it, as payback for the deemed unjust disbarring. The group was in its planning phase at this point, so a name was not decided. Multiple options were made, such as "The Rebellionists" or simply "Anti-M.E.G.", with the former being chosen. However, this name did not last long, and was changed to "The Resurgance Bureau", the current name, after it started to pick up little traction within the political sector of the Backrooms

The group only had 7 known members at this point, and probably a few more non-important ones. Notably, one of the then members was also a Overseer, which allowed for the small faction to host spying missions. This Overseer would frequently check the list of banned people from the M.E.G., and the rest of the group would try to locate them and ask them to join the group.

Undetermined Era (1998 - 2005)[]

Unfortunately, Luc died in Level 3 in the summer of 1998, which majorly halted the progress of the group. While a hierarchy system wasn't established just yet, Luc was considered to be the de facto president. Additionally, the unnamed Overseer was found guilty by the M.E.G., and was executed shortly afterwards.

The remaining members started being more lenient on who they let join them, as it would be essential for expanding the group. Not much more is known about this period, except for a few written diaries of the past members which were found in the previous main base.

Revival Era (2006 - 2014)[]

Regarded as the most important era for the Bureau, the Revival Era began after a new leader was appointed. Known only by his nickname Talmon, he was a relatively young man with Auriellen origin. This was a large landmark in the history of the group, as he was the first member to be from any group other than the M.E.G.

While the reason remains unknown, he was supposedly kicked out from the Aurielle military, and was found shortly after in Level 3 with a bruise near one of his eyebrows. He was then taken in by the Bureau and was elected as president due to his quick decision making. This was the first type of hierarchy that the group ever had, including the President and everyone else. Members communicated via walkie-talkies, and would occasionally host parties to celebrate major achievments.

The group made several major advancements in both technology and economy, with Talmon focusing on a faster approach to member recruitment instead of taking the long way. They now started allowing practically everyone to join them, with there being nothing done but a short background check

Economically, the group was not doing well, because no one dared to take the risk and trade with them as that could hinder associations with the M.E.G. This was, however, until Talmon ordered to start selling and manufacturing various tools, most prevalently Almond Water.

In 2013, the first rendition of the modern-day Resurgence Bureau website was made with the help of knowledgeable people within and outside the group. A hierarchy system was made, with multiple roles and rankings. President at the top, The High Command afterwards, and then some more niche ranks like Tech Director and Economy Director.

At this point, the group was thought to have roughly 350 members.

First Signs of Decay (2015 - 2019)[]

Inevitably, the M.E.G. launched an attack on the Bureau. Their army did exist, though it was incredibly small and could obviously not compare to the M.E.G.'s.

One of the Bureau's members was confirmed to be a spy sent by the M.E.G. The spy would attend meetings and expeditions, and mapped every single base which was public, including the main base, Ustavor, in Level 1.

At approximately 11:30 p.m. in the 21st of January, the attack began. Multiple soldiers entered the base in Level -100. They were quickly recognized by a Revolt situated there. A call was immediately made to Talmon; afterwards, he alerted every base with a walkie-talkie that transmitted to all active radios.

The first casualties were quick, one of which was immediately shot in the back of the head, and the other was spared in exchange for information; he was shot aswell after giving said information. The Revolts situated there reacted quickly, as they knew that the M.E.G. were here. Bullets were shot at the M.E.G. soldiers, which killed one and greatly injured two, though this would come to an end once they ran out of ammo; said Revolts were terminated on the spot.

The first base was completely overtaken. A new group of soldiers were selected for every base, 5 for each one. The next faction to be affected was the one in Level 3. Their entrance was intercepted, however, with the door to the base being locked and boarded off. This wasn't much of a problem, though, as they were able to burst through the door by kicking it.

Fortunately, everyone had already evacuated to a non-populated area of the level. Using a spy glass, they were able to track the soldier's locations, and quickly fired bullets at them, which left 3 of 5 soldiers dead or severely bruised, and the rest running away.

However, all this did was further anger the M.E.G. which resulted in them sending operatives straight to the main base instead of focusing on the smaller, less important areas. 20 soldiers were sent and equipped with a smoke grenade and mallet. The mallet was used to cut through the door, as it was locked like the previous, and the grenades were used to generally cause havoc. The second they went in the room, they were immediately met with bullets piercing their skin, and vice versa.

The first grenade was dropped. The room filled with smoke, but that didn't halt the gunfire. A few M.E.G. soldiers quickly made their way out of the room and to another entrance, directly behind the group of Revolts. No one expected them to go in through there, so the remaining Bureau members had an even bigger disadvantage. Most of the M.E.G.'s operatives were left with permanent scars and injuries, though that cannot be said for the Bureau's members, as every single person who participated in that battle lost their life.

As a way to mark their conquest, and a warning to the Bureau, every known base in Level 1 was vandalized, and important resources were stolen.

The Restart (2020 - Now)[]

Following the "war", the Bureau was left permanently scarred. However, there was still hope left, as roughly a 100 people were still alive and part of the group. Talmon unfortunately stepped down, citing "trauma" as the reason. New leaders were picked, and more advancements were made, with the Bureau starting to behave more like a country than a group.

Restoration attempts are now in the works, with the only finished plan being the one to restore the main base. Notably, the RSC was agreed upon to be the official currency, and the economy was thriving, with the group being more open to trading than ever.
