Description

The United Backrooms Authority (the U.B.A.) is a large secretive group that exists within the Backrooms. The group possesses a massive amount of territory in certain levels and is one of the more unpopular groups in the Backrooms due to their frequent conquering of smaller groups. To note, there is serious concern that the U.B.A. may go to war with the Backroom Colonists.

High Command

The U.B.A. is lead by a group referred to as "High Command". Claims to the structure of High Command made by U.B.A. officials often contradict each other. Combined with the U.B.A.'s known propensity for lying, this makes determining any information on High Command extremely difficult. It does appear that very few members of the U.B.A. have any direct contact with High Command. High Command has been known to communicate in only three ways, through the U.B.A. network, through High Command Operatives, and through High Command Representatives.

High Command Representatives

These individuals are the highest ranking U.B.A. members who have actually been confirmed to exist. These individuals are almost always described as being anomalous to some extant. They usually appear human although some of them have allegedly had radically non-human appearances. They are the only ones who appear to have authority over the Operatives. They usually only interact with high ranking U.B.A. officers so information on them is incredibly scarce. Interrogations of U.B.A. officers show that the representatives are highly feared but rarely appear.

High Command Operatives

Operatives of High Command are the general enforcers of High Command's will. These individuals are always completely covered by their uniforms and never show any amount of skin. They are known for wearing masks over their face with the symbol of an eye. They have been reported to travel very quickly to extremely remote U.B.A. bases which implies that they must either have expert Navigation or No-Clipping abilities, or some unknown means of transportation between levels. They have been reported to possess various unusual abilities such as supernatural strength, the ability to control technology with their mind, and telepathy, but these are all unconfirmed.

Alleged Hierarchy

The U.B.A. claims to be lead by a "Grand Council" composed of an unknown number of members. The Grand Council is supposedly lead by the "Supreme Grand Commander". According to the group, only a select few members of the U.B.A. are allowed to meet the Supreme Grand Commander. There is virtually no information pertaining to the true identity of this individual. Below the Supreme Grand Commander is an inner council comprised of advisors. Much like the Supreme Grand Commander, the advisors are never referred to by name. Additionally, the number of advisors is unknown. The rest of the Supreme Council is made up of Grand Commanders. Each Grand Commander has a section of territory in the Backrooms, under which they have almost complete authority.

Military

The U.B.A. has a strict militaristic hierarchy, wherein members of higher ranks have complete authority over their subordinates.  The U.B.A. does not have any distinction between civilians and soldiers: all members of the group are part of the military.  U.B.A. members can be easily spotted by their uniforms.  The color of the uniforms depend on the members rank, with higher ranked members wearing colorful embroidered uniforms and and lower ranking members wearing more simplistic uniforms.  All members of the U.B.A. wear an armband with the U.B.A. logo.

U.B.A. Commissioned Officers

Most of the day to day management of the U.B.A. is done by the U.B.A.'s high ranking commissioned officers. Members of the U.B.A. who are highly skilled and who show exemplary loyalty to the U.B.A. may be recommended to become commissioned officers. Commissioned Officers are trained in a U.B.A. officer academy. It is unknown how many academies exist, but they are all kept under heavy secrecy.
